About the Agency

This position is located in the Finance Management Division (FMD) of the U.S. Mint West Point.

This position performs many standard accounting tasks, such as tracking expenses and providing financial results for our various precious metal and other related products. The US Mint derives funding from its own revenue generating activities rather than from the types of annual appropriations that fund most federal agencies and also performs many functions that are generally considered more typical of those performed by private corporations than by federal agencies. These activities include tracking FMD inventory, and providing sales information. Additionally, FMD ensures departments fulfill their operating requirements and comply with federal laws and directives, serves as facility liaison with the United States HQ Financial, Accounting Division on internal controls matters; and serves as the contact for audits and internal controls matters.

Duties The following are the duties of this position at the GS-12 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Engage in systems work for all types of systems having a financial impact for all of the U.S. Mint.

Advise on, administer, and perform professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of the U.S. Mint.

Compile costs from labor distribution reports, materials, and supplies requisitions, inventory statements and other sources to determine cost of various activities, programs, and products.

Analyze data provided by the Mint-wide cost accounting system; analyze and report cost data submitted, provides data for annual budget submissions and provides cost analyses to management for the purpose of measuring operations, improving processes, planning operations, and controlling costs.

Interpret cost data and provide recommendations to management to assist them in making business and program decisions to help the U.S. Mint become more efficient and transparent in operations.

Qualifications You must meet the following requirements within 14 days of the closing date of this announcement.

EDUCATION:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

AND

Specialized experience: For the GS-12 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

– Designing approaches and methodologies to ensure full cost recovery, including the identification of direct and overhead costs and application of cost drivers to ensure reasonable allocation of costs to activities. AND

– Developing and implementing a framework and approach to the pricing of services and determination of fees, including management of customer agreements and other funding sources used to recover costs. AND

– Maintaining cost accounts and preparing regular and special reports such as labor distribution reports, materials, and supplies requisitions, inventory statements and other sources to determine cost of various activities, programs, and products.

In addition to the above requirements, you must meet the following time-in-grade requirement , if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

– Maintaining, analyzing and reconciling accounting data using automated accounting system.AND

Assisting with the design approaches and methodologies to ensure full cost recovery, including the identification of direct and overhead costs and application of cost drivers to ensure reasonable allocation of costs to activities. OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

In addition to the above requirements, you must meet the following time-in-grade requirement , if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

– Maintaining, analyzing and reconciling accounting data using automated accounting system. OR

2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.

In addition to the above requirements, you must meet the following time-in-grade requirement , if applicable: For the GS-09, you must have been at the GS-07 level for 52 weeks.

This position has basic educational requirements that must be met.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

The experience may have been gained in either the public or private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
